All 48 contiguous states issue some form of annual or multi-trip oversize/overweight permit. 42 offer a broadly available annual permit; 6 restrict it to specific permit classes or commodities. Annual fees range from $8 to $6,000 depending on the state and permit class. This guide lists the current fee, dimension limits, and official DOT source for every state.

Alabama's $100 flat annual is among the cheapest in the country — the same fee covers all six categories above. The Emergency Tow permit allows the highest weight (160,000 lbs) and longest length (135'). Loads over 100,000 lbs on the Combination/Equipment permit require a separate routing authorization.

AZ envelope permits cover pre-set dimension/weight ranges — loads exceeding the envelope require individual single-trip permits. The Tridem annual is a separate $1,500 permit governed by R17-6-212. Envelope modifications cost $25 or $50.

Arkansas does NOT offer a general-purpose annual oversize/overweight permit. Annual permits are only available for specific specialized categories:

Arkansas has no general annual OW permit — only these specialized categories. The $800 agronomic/horticultural fee (Rule 19) and $250/zone forestry fee (Rule 21) are set by ARDOT rules. The wrecker/tow and 57' trailer fees are set at $500 per the rules. Animal feed and farm equipment dealer fees are "up to $500" per statute.

California's $90 annual permit is a flat fee per vehicle. Permits require 14 business days for processing, and renewals may be submitted up to 60 days prior to expiration. Annual permits are prohibited from traveling on red routes per the Annual Pilot Car Map.

Colorado has one of the more complex annual systems with separate non-divisible, divisible, and LVC permit categories. The CFP fleet permit only makes financial sense at 8+ vehicles (7 x $400 = $2,800 vs. $3,000 fleet base). All NIOWD divisible permits are restricted to non-interstate routes.

Additional Fees

Additional fees: $12 electronic transmittal fee applies to all permits. Engineering analysis fee of $2/1,000 lbs over 200,000 lbs for single trip permits exceeding 200k.

Connecticut uses a weight-based formula ($9 per 1,000 lbs) rather than flat fees. The $12 transmittal fee increased from $5 in July 2022 per Public Act 22-40. Annual indivisible permits are restricted to CT-based carriers, and bulk milk permits run May 1 — Apr 30 with prorating available.

Delaware does NOT offer a general-purpose annual oversize/overweight permit. Most OS/OW moves require an individual single-trip permit ($30 base, plus $10 per 8,000 lbs over legal for overweight). For repeat haulers, DE offers several commodity- and configuration-specific multi-trip and annual blanket permits:

The blanket crane and refrigerated-meat permits add an annual weight fee on top of the base:

  • Weight fee = $10 per 8,000 lbs (or fraction) over the axle-based legal limit, multiplied by 52 weeks
  • Example: a 3-axle crane at 84,000 lbs is 19,000 lbs over the 65,000 limit → 2 × $10 × 52 = $1,040/yr, added to the $1,500 base = $3,540 total
  • Legal limits by axle count: 2 axles 40,000 lbs; 3 axles 65,000 lbs; 4 axles 73,280 lbs; 5+ axles 80,000 lbs

Blanket permits may NOT be used for superloads or on Interstate highways — interstate overweight moves require a single-trip permit each time so the Federal Bridge Formula can be applied. The Multi-Trip Interstate permit (Load Code 10) is the exception: it covers 60 interstate trips per year for 3–4 axle single vehicles that exceed the bridge formula, and is the closest DE has to a low-cost annual overweight option at $60.

Florida has the most granular annual system of any state — 8 OW tiers from $240 to $500, plus separate overdimensional tiers. The $500 tier covers up to 199k GVW; above that requires individual superload review and no annual is available. FL also offers 3-month route-specific permits at approximately 25% of annual cost. Current fee schedule effective 04/24/2018 per FAC 14-26.008.

The Standard Annual and Self-Propelled Annual are both $150 per O.C.G.A. 32-6-28. Only the Annual Plus and Annual Commercial Wrecker Emergency Tow are $500. The Annual Plus is limited to NHS/interstate/limited access routes.

Per-Mile Road Use Fees (OW, quarterly reporting):

  • Column 1 rates: start at $0.04/mile, increase $0.04/mile per 2,000 lb increment
  • Column 2 rates: start at $1.02/mile, increase $0.07/mile per 2,000 lb increment
  • Vehicles with 7+ axles: add 17,000 lbs to table for each additional axle
  • Vehicles below starting weight per axle config: $0.04/mile flat

Annual OS dimensions: Width: 16' (12'6" on red-coded routes), Height: 15'6", Combination length: 110' including load overhang.

Idaho's annual OW permit ($128) is a base fee — the real cost comes from quarterly per-mile road use fee reports based on laden mileage at the permitted weight level. Annual permits may not be issued for gross weights exceeding 200,000 lbs. The 129,000 lb interstate exemption under 23 USC 127 applies.

Illinois calls its annual/multi-trip permits "Limited Continuous Operation" (LCO) permits. They are available in 3-month and 12-month durations. Fees vary by load type, dimensions, and whether oversize-only or oversize+overweight.

Illinois has 14+ LCO categories ranging from $200 to $1,000 annually depending on load type, dimensions, and whether overweight. The general non-divisible OW+OS top tier is $1,000/year or $250 for 3 months. The 3-month option is available for most categories and ranges from $50 to $250.

Indiana does NOT offer a general annual overweight permit — annual permits are oversize-only at $405. Overweight loads require single-trip permits with per-mile fees. The only annual OW-related permits are the Sealed Ocean Container at $800 and the Divisible Load commodity permit at $20/year for ESAL<=2.4.

Iowa's standard Annual OS+OW is $400 (not to be confused with the $175 Raw Forest Products permit). The All-Systems Overweight Permit at $500 is valid on the broadest road network including county/local roads, effective July 1, 2025. Revenue allocation for All-Systems OW: 75% to Secondary Road Fund, 25% to Road Use Tax Fund.

K.S.A. 8-1911(f) sets the annual permit fee at a flat $200. HB 2225 (effective July 1, 2019) increased the annual fee from $150 to $200 and eliminated the previous interstate/non-interstate fee split. Kansas state highway legal GVW is 85,500 lbs due to state bridge formula; interstate remains 80k federal.

Kentucky's two main non-divisible annual permits are A01 at $250 (<14' wide) and A02 at $500 (14'–16' wide), both covering up to 160,000 lbs GVW. Specialty categories include Farm permits (A03 at $80, A04 at $150), Metal Commodities (A05 at $1,250), and Manufactured Home (A10 at $1,500).

Louisiana has one of the most extensive annual permit systems in the country with 24 annual categories alone, ranging from $10 to $2,500. The OS/OW heavy equipment annual is $2,500 covering up to 120,000 GVW. Effective September 2, 2025, all new annual OS/OW heavy equipment permits require a Registered Route via LaGeaux prior to each move.

Long-term permits are vehicle-specific, issued monthly for 1-12 months. At full 12-month term: OD-only = $300/yr; 6-axle OW at 110k = $1,080/yr; 6-axle OW at 120k = $1,800/yr; 7-axle OW at 110k = $780/yr; 7-axle OW at 120k = $1,380/yr; Class A SME = $300/yr. The 7+ axle configuration is cheaper than 6-axle because the weight is better distributed.

Additional fees: Engineering structural review: $8 per bridge for >60-ton loads; $20/bridge for first move requiring bridge engineer escort, $12/bridge for subsequent identical moves. Monitoring by Administration personnel: $200/day. Maryland State Police escort fees based on expenses. Maryland Transportation Authority may assess additional fees for moves on Authority property.

The blanket permit covers oversize vehicles up to 75'L x 12'W x 14'H, and overweight special mobile equipment up to 90,000 GVW (45 tons). The blanket permit allows travel on any SHA highway without reporting individual moves. Above those limits, single-trip special hauling permits are required.

South Dakota does not offer a general annual OW permit for non-divisible freight. Instead, SD uses an extensive Extended Period permit system — most categories are $60 flat. The Multiple-Trip Construction Equipment permit is uniquely cheap at $5/county/month (max $20/month) but is not valid on interstate. The LCV permit covers up to 129,000 lbs but is sold in books of 10 single trips, not as a true annual.

The $4,000 envelope permit (12' wide, 14' high, 110' long, 120,000 lbs max) is the primary general-purpose annual. The Over Axle/Over Gross Weight Tolerance permit scales by county count from $270 (1--5 counties) to $1,095 (statewide). TX also offers 30/60/90-day width/length permits at $120/$180/$240.

Utah uses a 3-tier GVW structure for both annual and semiannual permits. The statute distinguishes between nondivisible (up to 125k) and divisible load (up to 129k) permits. Semiannual runs 75--78% of annual cost, making the annual the better value for year-round operations.

Vermont offers both oversize blanket permits and special excess weight permits as annual options. Permits expire with vehicle registration (out-of-state vehicles expire Dec 31). The special excess weight permits are annual overweight permits for divisible loads at specific weight tiers — upgrades to heavier weights require paying only the fee difference.

Wisconsin's multi-trip permits are available in 3, 6, 9, and 12-month terms. The general AA category allows up to 170,000 lbs. Weight must be rounded up to the next 10,000 lb increment. Divisible load multi-trip permits are not valid during spring thaw except where specified, and permits are not valid on posted bridges.

Wyoming uses a permit class system (A through W). Class D is the closest to an "annual" permit — it's an extended period permit for a specified vehicle on specified routes, but duration is not capped at 90 days like E/F. Class E (oversize) and Class F (overweight) are commodity-specific and capped at 90 days. Class F permits are valid on primary and secondary highways only — no interstate. All overweight fees include a $0.06/ton-mile component based on excess weight over statutory limits.
